The vision

First: CHILDREN!
The My Sports Field – Orlik 2012 programme is implemented primarily for children in youth, so that they can enjoy sports in safe conditions in modern environment.

Second: THE WHOLE POLAND!
The programme is addressed to all communities, regardless of their geographical location, wealth or political preferences of their authorities.

Third: TOGETHER!
The programme is jointly implemented by the government and self-governments.

Fourth: QUICK!
The first sports fields under the programme will have been built by the end of 2008! We want an “Orlik” field in every community as soon as possible!

The mission

Each Polish zloty spent on sports and promotion of healthy lifestyle is a Polish zloty saved on medical treatment and health protection!

The My Sports Field – Orlik 2012 programme, presented by the Prime Minister of the Government of the Republic of Poland Donald Tusk during his speech delivered on 23rd November 2007 and prepared by the Minister of Sports and Tourism Mirosław Drzewiecki, foresees the construction of generally available, free of charge complexes of sports fields with locker rooms and social facilities in each community throughout the country. Each year, a new recruitment of applications for the participation in the Programme will be announced. The sports facilities built under the Programme shall become venues for young people to spend their leisure time in an active manner and take care of their harmonious and sustainable physical development, supervised by an advisor-instructor.

My Sports Field – Orlik 2012 is a programme implemented jointly by the government and self-governments. Each partner to the Programme: the government, Voivodeship self-government and community participates financially in the construction of particular sports facilities. In addition, the government has provided project-logistics assumptions. Communities may use a typical architectural project and a detailed schedule for the implementation of construction works. Each built facility will be owned by the community.

The objective

The objective of the Programme is to build a sports and recreational complex in every community. The complex shall include two sports fields: one soccer field and one multi-functional field for basketball and volleyball. In addition, each facility shall be provided with social and sanitary facilities with locker rooms. The communities may use a typical architectural and construction project; however, taking into account the specific nature of particular units of the territorial self-government, they will be able to adapt the project in accordance with their needs.

The first task of the government is to provide exhaustive information about the My Sports Field – Orlik 2012 programme to all communities and territorial self-government units. It is extremely important to highlight the joint, governmental and self-governmental nature of the Programme and to present the rules for the co-financing of the construction of sports facilities.

All communities interested in participation in the Programme send their applications to their respective Marshall Offices, where the applications are pre-selected and then an appropriate resolution is presented to the local assembly. The resolutions of local assemblies indicating partner communities are submitted to the Ministry of Sports and Tourism.

The Marshalls appoint Voivodeship coordinators, the communities appoint project coordinators. Following its approval for the Programme, a community should present an application to the Voivodeship Governor as soon as possible, asking for his commitment to provide the co-financing of the construction of the facility by the government and commence the necessary procedures related to building permits, project adaptation and public procurements.

The Ministry is responsible for efficient coordination of the flow of information and monitoring of field works.
